As the Clinton administration struggles to restore relations with China, which were badly bruised by the war in Kosovo and the accidental bombing of the Chinese Embassy in Belgrade, the House of Representatives Tuesday put its collective thumb in China's eye by overwhelmingly approving a bill that asserts the United States' right and responsibility to arm Taiwan against Chinese aggression. It is also a rebuke to the Clinton administration by a Republican-controlled Congress that sees the president as soft on China. Clinton opposes the legislation.
