re : "I don't think the government intentionally misleads the public. " OK .. common .. who are you really? You can't believe that .. unless you've been in a comma for a very long time. "For the good of the public" "National Security" are two phrases that come to mind very quickly. Do you remember "I did not have sex with that woman." What part of, or which person within, the government is it that you think would not tell a lie for the sake of personal gain? And if not for personal gain, then for some higher purpose .. (or even perhaps lower) Think about it .. how is it that you could have come to believe such hogwash? Or are you a part of the process?
