Ron, if the cable operator is using switched voice over HFC, they have to be careful not to overload their systems.. which is something that can happen very easily if subscriber take up is high, due to severe constraints in the upstream path. Multiline phones and PBX systems in more than a handful of small businesses could very easily put them over the top, to the point where their ability to handle traffic declines due to blocking because they would be perilously oversubscribed. The arithmetic used to determine optimal fill rates and cost recovery vis a vis system configurations is not always intuitive. A means around this is to run separate fiber to industrial complexes, bypassing the normal HFC model altogether, which is what some operators do. FWIW. Frank
