The rest of your post is simply a "theory". You actually have no idea what would happen to an economy long term by setting a monetary policy. No one has tried it for any meaningful length of time. Socialism also looks wonderful as an economic model, when viewed for 20 or 30 years.

By the way, your "The Fed has no real influence on the rate." Sure sent the bond market into a tizzy yesterday.
