I agree that interest rates should be pushed downward. That would also lower the value of the dollar, making our exports cheaper relative to the rest of the world and helping the balance of trade (assuming capacity to make the exports could be found; that may be the current problem, with unemployment as low as it is -- of course, there are probably a lot of shadow unemployed, like me, who are unemployed but not in the official numbers).
