When discussing what OPEC may or may not do, never forget that the US exerts considerable influence over Saudi Arabia and Venezuala, as well as such non-OPEC producers as Mexico and Norway. And Kuwait is a 100% US puppet. Isn't the whole thrust of US foreign foreign policy in the Mideast to control (or at least strongly influence) the price of oil and as well as maintaining Israeli security.

My take is that oil producers will hike output in March after intense US pressure, but not as much as the spinmeisters are forecasting. And crude will come down but probably will remain over $20 when the fireworks are over. And that should get the OSX moving big time again.
