Company Press Release

USV Telemanagement Inc. Initiated a `Buy'
Recommendation

The National Capital Companies Initiates Coverage of YDSLF

MILL VALLEY, Calif.--(BUSINESS WIRE)--Feb. 3, 2000-- USV Telemanagement, Inc. (OTCBB:YDSLF -
news), announces that The National Capital Companies, Irvine, California has initiated coverage of the company
with a ``Buy' rating.

Accompanying the recommendation is a research report which will be distributed to the institutional and retail
clientele of The National Capital Companies. USV Telemanagement will release the full text of the report to the
public on Wednesday February 9.

Highlights of the report include:

`We are initiating a BUY recommendation for USV Telemanagement Inc. The Company has established itself as a
strong regional player in delivering broadband (DSL) communications solutions, including high speed Internet
access, data, voice and video services to a wide spectrum of business customers.'

`USV has a solid growth strategy in place, consisting of expanding its breadth of services and product offerings
(economies of scope) and expanding its geographic reach with its current product offering.'

`As a subset to geographic and product expansion, the Company plans to expand its breadth of products and
services through procurement of resources or synergistic assets by acquisition, incubation, or other possible means.
In line with this thinking, USV's strategy is to transform itself into a holding company of a broad array of cutting
edge telecommunications and Internet technology. One of the Company's primary strengths is that it has a
ready-made audience (similar to the phone companies) for additional products and services, as it currently has a
foothold in the small business arena. These services could run the IT spectrum and include complete network
integration, and Web design and hosting.'

William H. Smith, advisor to the Company on M&A and capital markets adds, ``The company should pleased with
the analysis supporting this Buy recommendation. Coverage of this kind often attracts institutional interest and offers
confirmation of the company's strategy of acquisition or merger to obtain market synergies and scope'.
