Mike, you might be referring to my interpretation of the Alcatel 1998 annual report posted here in November or so. The report made a pretty clearly stated goal of improving the relationship with US investors. It came as a result of the poor communications in September '98 and some sharp criticism from Merrill Lynch analysts.

I still have the 1998 annual report on file. If you have anything more specific, I might be able to look it up for you and try to add to this.
