Actually, Reagan chose Bush because he was the Establishment candidate that had been run against him, as a gesture of reconciliation within the party. Bush chose Quayle because he was popular with social conservatives, without being headstrong. In a similar manner, Kennedy chose Johnson because he was a leading challenger, and as a way to balance the ticket geographically without tapping a segregationist. Johnson chose Humphrey because he was the darling of the liberal wing of the Democratic Party, and Johnson needed to shore up support there. Etc., etc., etc....
