John, apparently the Russians were selling from their palladium stock-piles for years. those seem to have been run down. as to newly mined pgm's, the information on the true state of affairs is spotty. it appears that most Russian mines have been, or are close to being mined out. one can conclude that from the fact that promised palladium shipments have failed to arrive at TOCOM for well over a year now. so, yes, officially Russia's a force in palladium as well. but in reality they don't seem to have any.
btw, the pgm's platinum, palladium, rhodium, iridium and osmium almost always occur together in the same geological formations. only the distribution differs from region to region. SWC's mine for instance produces more palladium than platinum, whereas at IMPAY and Rustenburg it's the other way around.
