top... a few suggestions on when to and when not to go after a company that just issued a secondary or more technically a foo follow on offering:

first always look at the company and do some DD....
Question is this a company that I would invest in period.
look at the S3 fileing on edgar ...what is the intended use of the funds raised..investing in the company or payout to some insiders.

Who are in investment bankers, how many, how big a FOO...the bigger the better.

Most of all looking for companies that have not had the following of analyst that have been recommending the stock.
A company that has great potential in a growing industry and has not been recommended by wall street analyst.
These companies will reap the rewards of the backing from the investment bankers who will issue recommendations shortly after the offering.

CREE and EFNT and IATV are examples to review..
