"relationship between bank stocks and interest rates"

They generally run opposite of each other. Up rates, stocks get hit. However, for the last year or better the banks have been hit regardless of what happens to rates. Personally, I think the entire banking sector is due for a upturn. Mostly this is just from the fact that they are sooooooooo beaten up. As Sergio said there is a lot of value out there in banks if you are willing to wait.
