Where do you get 12% HE guardband????. Either you can't read or you misunderstand what I have said. The 12% is the TOTAL guardband made up of several components - one of which is
the HE component (expected to be less than 3%) What I don't
understand is the rest of the guardband (the other 9%) It seems a bit high. Since you are a test expert, what do you think a reasonable tester guard band should be and why???
If this thing turns into another Elmer Phudd/Bill Jackson lovefest, I will concede and call you the winner right now.
