I agree with everything you say, except for maybe Whether any GSM operator or TDMA operator will use HDR is not at all clear and the odds for inertia are heavy (i.e. Edge) but do not count out HDR yet.

I can not see crow as part of Hagfish's diet. They are blinded by their established GSM customer base and feel they will get enough data services out of GPRS to wait for WCDMA without ever going to HDR IMHUO. They will delay the royalties to the Q to the absolute nth degree hoping to be bailed out at the last minute by a technological breakthrough. And then they will fight the patents in court to reduce their royalty obligations

It will be instructive to see if the Japanese CDMA stalwarts can uproot DoCoMo and its i-mode at 9.6 kbps. Even so, Fortress Europa to quote you will have prevented an beachhead I fear.
