It certainly is provocative. It is a bit more than Eurocentric, IMO. The thinking of three major US based worldwide carriers ('T', Bell South, and SBC) and one major US carrier (VSTR including OMPT & AERL) with worldwide connections is most certainly reflected.

I am less optimistic about this than I was 6 months ago. Vodafones decision to build out GPRS as their migration path to 3G was monumental.
