Which chips do that now? And how do you rate the speed of such a chip?

Any System on Chip design will have multiple clock domains. i.e PCI, memory, core, IDE etc. all run at different speeds. As far as having the CPU core do different tasks at different clock speeds, it is hard to say what the clock speed of the part is. Willamette will create some controversy in that regard.
