Those Federal Reserve Notes never really came close to making up the difference, actually. You can look it up in bog.frb.fed.us, where it goes under the title "Monetary Base", in the last column. Jan '81, the number was $142,300 million , Jan. '89, it was $258,786m, Dec. '99, $600,399m. $600 billion is a pretty big number, but still only about 10% of the debt.
