Driving through the mountains surrounding the Los Angeles basin, you can tell you are approaching "civilization" when the grey haze appears ahead in the sky and ravines. The prevailing west wind and hot desert air draw cool air off the Pacific which is trapped by the mountains, creating an inversion layer that traps the air pollution in the LA basin.

In sharp contrast to that situation, the prevailing winds of Florida and South Carolina tend to blow air pollution out to sea, creating a clean air environment. The fields and forests of this part of the country help to clean up man made pollution. Now, if the SC DEHC says there is a "pollution problem" created by GRNO's thermal oxidizer, all the thermal oxidizers on all the oil refineries in the Los Angeles basin and throughout the entire USA will be indicted by this DEHC crew.

I'll take a lot of pleasure in the reaction to DEHC's position should this happen. I feel certain that Charleston and South Carolina need the jobs being created by GRNO which DEHC would shut down. On the other hand, all Bill Carraway has to do is pull up stakes and move his operations to some other state with a government more in tune with the public interest. Meanwhile, politicians, journalists, and talk show hosts will have a field day with this stupidity.

On the subject of cash on hand, to expand on what Zeev and Ron have contributed to the discussion, I've heard that there are deals that are in the final stages of completion, and it is only a matter of a short time before that cash is deposited. But since it hasn't been deposited yet, let's say for the purposes of discussion there were no deals about to be made and no cash about to be deposited. Let's say GRNO was running out of cash again, which it isn't, and needed more to pay vendors for the parts being built. In my opinion, there would be no problem at all in whipping out more limited partnerships, and I for one would be right there with checkbook in hand as would other individuals.
