Amko, those remarks were written in May 1999, based on CIA Publication Factbook of 1998. The publications for 1999 are at:

odci.gov

Austria and Belgium have pared down their external debt, but Denmark is still at $44 Billion, (1996 est.) those are the updated numbers on this site.

You must also differentiate between external and internal debt.
