a Bullish Percentage (BP) chart plots the %-age of issues (in an index) on PnF buy signals.
it's basically a way to dissect an index into it's individual components w/o regard to how the index itself is weighted.

I was looking for more info at the dorseywright.com site, but those parts appear to be down at the moment for maint.
basically, when the chart enters 70% or above, it's warning/red/overbot zoone. 30% and below is green/oversold.
there are 6 different 'modes' a BP chart can be in and depending on how and where it enters and exits these zones from its current position on the chart will determine the degree of offense or defense. this chart became bullish when it reversed up into a column of X's and raised above 30%.

whether any of the above is viable for the BPNDX chart is still up in the air... typically BP charts will work better w/ more issues in it.
given that there's only 100, it tends to get whipped around a lot faster.
