Have you ever seen the size and population density of that county? The demographics are a marketing paradise. And it is the fourth city they are applying for a franchise in.

San Diego is the fourth city in the last two weeks for which Western has
announced plans to build a broadband network. The others are Sacramento,
Dallas and Austin, Texas, and Mahon said the company is talking to officials
in other cities as well.

FTTH and owning the cable TV portion would give them the option of providing interactive TV services and VOD along with the phone service.
