I believe that Kosovo's deteriorating situation must be related to the gearing-up of the US Presidential campaign. The timing is a clue: the objective is to rip yet another foreign policy success off the Clinton administration.

It's a well-known fact that Al Gore will have no grind in convincing voters about the economic legacy of the Clinton era, however, a couple of achievements on the diplomatic front couldn't hurt --to name but a few: the Middle East peace process, the Northern Ireland normalization, and the management of post-war Kosovo. Note that these three diplomatic yards currently are all in jeopardy: Clinton has failed to bring together Israel and Syria; the IRA extremists have started another bombing campaign; and clashes between Albanians and Serbs have intensified to the point of involving KFOR peacekeepers.... Yet, both the Republicans and the European chancelleries supportive of an American isolationism (towards Europe) expect to gain from shattered hopes in Kosovo. The fact that all the skirmishes were reported as occuring in the French sector might be indicative of the real mastermind behind them....
