Have they publicly stated who the first contracts were with yet ? If not, what are the disclosure rules governing press releases that enable them to effectively issue rumours as such. My understanding is that if NHC was NASDAQ listed the SEC would have locked them up by now.

Clarification on the difference between TSE and SEC disclosure rules would be appreciated, if you know definitively.
