What the heck is NY requirement and NY surplus?

I have no idea what the acronym "NY" represents, but from the context it has to be maintenance margin (25% of the value of marginable long securities). NY surplus is then the amount of account equity in excess of the required maintenance margin.

This is written as if these rules are already in effect. Is that true?

I know you have received a contrary opinion, but I am quite certain the example was based on the current rules. Under the new rules the daytrading buying power would be $5,000 x 4 = $20,000. assuming your account value is at least $25,000 and you are allowed to daytrade at all.
