Bummer....The theory behind sanctions has come under scrutiny among intelligent observers, partially because of this situation. Sanctions can work when the regime is concerned with the welfare of its citizens, sensitive to public opinion, and/or vulnerable to coup attempts. They do not work with worst case regimes such as Saddam's. If there were a time for them to work, as encouragement to plotters, it is long past. Additionally, it is morally dubious to squeeze the civilian population in the hope of making it so desperate that a bloody uprising seems better than the status quo. As much as is practicable, we try to leave non-combatants out of things......
