I have fired off a note to the OSC for a clarification on what they mean in their rules about material disclosure announcements. It sure is not clear to me. My understanding of the rules is that NHC would best have waited until they could release all the information rather than make an announcement which was not crystal clear and complete.

As for the SEC, I have a note out to my reg's expert who is on vacation this week. I will post his opinion and rationale when I have it.

Lalit demonstrates the resultant ambiguity in his post when he refers to the company as not wanting to reveal who they are negotiating with...the release unequivocally read.."that it has been awarded one of its most important contracts ever"

A quick glance at Turnstone's list of releases will not find one which does not clearly identify who awarded the contract, nor have I seen this practice in any other pubco's PR that I have reviewed over the past five years. If this is common, point me to some examples. I can quickly generate hundreds of the normal variety, if you like.

I would just as soon hear from them correctly the first time.
