HDR and 3G (or 1X as you called it) are two completely different paths in Qualcomm's road map. HDR is a data only product, 1X is a migration path to 3X. In Qualcomm's view, the data capability of 3G can be bypassed by going directly to HDR, but knowing that this will be a choice of the service providers, Qualcomm has the MSM4500 and MSM5x00 families of chips. The MSM4500 family will be HDR chips with IS95A/B compatibility, and the MSM5x00 family will have 3G (such as 1X, 3X and DS) and IS95A/B.

Qualcomm is working to getting GSM into these chips, but nothing has been announced yet.
