ENBC has a field trial going on in Valdez at the Petrostar refinery, this is an excellent place to test the process as Alaskan Crude is not "sweet", it has a lot of sulfur in it. If the process is economical (it does work already), it could be used before or after conventional desulfurazation processes, increasing the valve of the refined products. Is this a high risk investment? IMHO, yes. The rewards could be great also.
