"Shut in production" is exactly what it states. It is a successful well that at one time, has produced either oil or gas, and is now 'shut-in" or temporarily capped (valve closed). Production can be shut in for repairs, etc,. but Rainwater was probably referring to production that was shut in for not producing marketable quantities of oil or gas.

If prices rise, of course, those shut in well could be opened up at little cost and make the owner some easy money.
