my gut feel says those extra ~14M shares are Fuller's options

I am sure Fuller is getting something .. but I don't think he is getting the majority of those shares. The excerpt from the 10-K filing Mar 31, 1999 that I posted says:

Additionally, options to purchase 10,789,000, 11,871,000 and 10,621,000 shares of common stock were outstanding at December 31, 1998 and 1997 and March 31, 1997, respectively, were not included in the computation of diluted EPS because either the options' exercise prices were greater than the average market price of common stock or inclusion of such options would have been antidilutive.

shows 10+ mln shares "off-the-earnings-reports" at the end of 1998 ... before Fuller joined Inprise.

BTW where do you get 14M shares? .. I came up with 11M shares comparing the 71.7M in the merger announcement with 60.855M from 3Q99 earnings report (for nine months).
