STRONG BUY to OUTPERFORM is one notch on MSDW's scale. BTW, MSDW downgraded Cymer from OUTPERFORM to NEUTRAL back in December of '98 when the stock spent most of the month at $15. If you had gotten out of the stock on the basis of that December 1998 downgrade, you would not be a happy camper today.
