That is way up there on the list. SOFCs run cleaner than PEMs with the exception of pure hydrogen (tanked) and in that case they are equal. Running the PEM off a fuel other than hydrogen no longer qualifies it to be clean due to the reforming and the bi-products/ emissions from a PEM reformer. An SOFC is not 100% clean either, however it does not emit the same harmful emissions
