Why do you want to buy a stock at a discount? Because it has runup that you want it to get it cheaper. Remember when QCOM running up to 200. You don't want to miss the train, you want to jump in, you don't want to wait, but you want it at a lower price. So you sell put hoping it is put to you and the premium is your discount.

You just violate the the first rule of selling put:

Do Not Sell Put When the stock is Overbought.
