hi joan... i'm not an expert on these things...but the "e" is not a sign of failure from a business perspective but a sign of failure according to guidelines set up by wall st.... so therefore, and anyone can correct me if i am wrong, the company can be as sound as ibm and still get an "e".. remember, the "e" effects investors, not customers..so, the DOC wants the companies that can best serve the international community whether they pass wall st. scrutiny or not... hope that helps... thanks.
