It is possible that GTE's planners understand that installation costs exceed capital equipment costs on a per connection basis; therefore their mindset is probably the same as mine - buy all the power (speed) you can afford at the point in time when you absolutely have to have it - knowing that demand will expand to fill available capacity.

Let's hope thay have some common sense.
