I agree and would add that the FCC wants everyone to have equal access to data, video, and live broadcast. In other words, if there's information to be had, it shouldn't be only for those who can afford to hook up and pay the higher prices. Reed Hundt actually poses the question in one speech, "Should a health care provider be allowed to determine if he only wants 1.5Mbps?" I'm not sure the full extent of the comment, but it certainly got my attention. Is is saying video conferencing capabilities shouldn't be left in the hands of the provider to decide? And is he hinting the government should set some guidelines? If I were to imagine a parallel, it would be like the early phone companies offering local capabilities to low-income customers and global capabilities to high-income. Something to think about.

The FCC document is very clear about wanting "scalable" solutions.
