Bush did a good job with the various crises presented by the collapse of communism, as well as the Gulf War. No one said that the business cycle was abrogated by supply side, and we have been fortunate to have had so prolonged a boom. If Bush had harmed the economy to any great extent, the recession would have lasted more than 7 months. It is unclear, in fact, how much was the tax increase (don't get me wrong, I was against it), and how much was restructuring consequent upon the termination of the Cold War, anyway. It is true that Bush did not accomplish a lot domestically, but I am not sure that we should expect much when the clear and pressing issues are foreign anyway. Do I think that Reagan could have done better? Yes. Do I think that Bush was too "mushy". Yes, I do. But I am not prepared to say that he was a failure.......
