When speaking of derivatives, Larry Summers actually said, "We believe that these recommendations taken together would reduce systemic risk, promote innovation," blah, blah, blah. The fact of the matter is, it is impossible to reduce systemic risk with derivatives. You can reduce specific risk but you can't reduce systemic risk. "
