They certainly could, but it hasn't happened yet. The third guy is going to have to beat SUNW at its own game.
I imagine they would be very interested in getting back at Sun now that they have a superior, lower cost hardware base
Imagining what someone, like IBM, will do doesn't equal reality. As far as it goes, SUNW itself will have Itanium Solaris to sell, but, like IBM wants to remain in the computer hardware business. What incentive does EITHER company have to favor someone else's technology over their own.
It's a myth that just because INTC makes it, it must be cheaper. Their manufacturing costs aren't that much different than anyone elses. The COST to the customer ultimately comes from the value of the solution, not some given margin above manufacturing costs.
BTW, there aren't a dozen others, there's only IBM & HWP.
My guess is that the major computer makers are taking an interest in Itanium, but INTC &HWP themselves admitted that it isn't going to have the performance they had hoped for. Just how much of an endorsement is that????

M$FT hasn't shown yet that they know anything about operating systems technology. It's been that way since MS-DOS in the 80's. I don't see it changing now. Let's see what they have to offer next week. I have the feeling that most corporate users are going to be underwhelmed. The internet is destroying their computing model for desktops, Tony.
