Actually, Richard is right about the "egress filtering" rules.

What has been needed for some time is monitoring so that ISPs only forward packets that have valid addresses from their network. This will reduce spoofing to only occur *within* the ISPs network ... but the important part is that sources of spoofed IP traffic can be tracked back to an ISP ... and they either help stop/track the offender, or find themselves with "sanctions" imposed.

It's funny, but it's like harboring terrorists ... actually it *is* ... ;-)

Once the ability to spoof is removed, it makes the problems much more traceable ...
