The poker game is on now and Inco holds the aces. They've announced that they plan to approve expenditures of $1 billion+ for Goro. A bluff for Tobin with Voisey's Bay or not? Time will tell...but I would bet that if there's any more arm wrestling with Newfoundland that the cap goes to New Caledonia for Goro.
