Here is information on a product that does IP over DWDM. I think IP over DWDM is more efficient than Sonet.

Traditional SONET technology is expensive and not available at speed greater than OC-48. Multiple SONET pipes require multiple fiber runs, creating a situation that?s often cost-prohibitive.
