The witness saw it well enough to be able to tell that Jim wasn't the driver, perhaps he would be able to identify the make/model of the vehicle. And as is done sometimes he/she could have been hypnotized to possibly get the license number.

At the very least, the witness should be able to say whether there was one person, or several people, in the car.
