not sure what the first statement has to do with the second, but i didn't comment on ITU forcing a compliance issue. the ITU does want to establish a means of compliance - and a method of resolution where disputes exist; this is nothing new. establishing a means of compliance is not to say that the ITU itself becomes the international patent police (although my personal opinion is that it will probably eventually come to that), but that the "means" for policing compliance, prior to agreeing to participation in any international standard, must be agreed to.

those "means" are taking separate formats; currently involving, TIA, ETSI, and ARIB which already control 85% of the world's patent base.

if the final outcome is The Hauge (international court); fine. IDC wouldn't be arguing. They already won in the German Court against an ETSI member (three others of which dropped out of the challenge prior to the ruling).

what does HDR compared to 9X and 12X have to do with patent compliance?
