I would be interested in any thoughts on the following comments from Fayad Abassi in today's StreetAdvisor article "The Death of AT&T and the Baby Bells"?
He says,
"While cable and phone networks involve only upgrade costs, fiber networks require the deployment of local fiber-optic loops, with costs running into the BILLIONS for each large city. Many cable and DSL providers now offer free installation (eg.SBC), while fiber requires more than $1000 to drag a line into the home and to install the new equipment."

I am new to fiber-optics, and know relatively little about deployment costs, but I question the "billions in deployment costs" cited in this guy's column.

What about already existing dark fiber which many cities, municipalities, cable companies and telcos have sitting in the ground? What would be considered "reasonable" costs for lighting this dark fiber to neighborhoods etc. "Billions" to get a city going just sounds a little pricey in my opinion. I hear about countries like Canada and Sweden installing massive networks, and I think the same must be possible here in the U.S. Afterall don't we have most of the world's installed fiber?

Please educate me.
