Billions doesn't sound too crazy for last-mile purposes. Last-mile refers to bringing fiber (or any telco technology) into a home or business. Like the network interface for the phone co. on your house. Costs include right-of-way, construction costs, switching stations, and personnel, among others.

I think the amount of fiber in the ground is highly overstated, as are the number of places where it is. Or perhaps it IS there and it's there everywhere, but the owners don't want to sell the bandwidth yet.

Dark fiber is difficult to find, and it is exorbitant when you do. The situation is better than it was five years ago, but it's not five years better, if you know what I mean.

That $1000 per home seems a little high, but I bet they've added every conceivable cost to that figure, including the Bic pen that the installation supervisor uses to check off the to-do list.
