When it became clear that it was losing the MHZ war to Intel (back in the days when 68XXX was a real contender with 80XXX) didn't Apple (or Motorola) briefly try to claim a 2X clock speed?

That was Apple. The '040 had a 50/66Mhz clock input but ran internally at 25/33Mhz. Motorola always called it a 25/33Mhz chip.
