Frank- I hate to ask a stupid question, but I was out of town(I think?) when the FCC made some type of significant ruling regarding the ILECs and RBOCs plant upgrades. Mainly, "data." Whatever that means nowadays. And it may have something to do with ATM. I vaguely recall some mention of this while we were discussing SBC's Pronto rollout and whether they would have to share their upgraded, ATM to the NGDLC, network. Can you help me out?
