I think you have a view of Papal power that those old popes could only dream of. Rome could rule only where it could project power. Otherwise, what was little to prevent a king from simply ignoring them. Church officials were often selected for political reasons, to the detriment of the institution, and the Church sometimes had only nominal control of its own distant outposts.
