Yes, it now has one but plenty of startups and established firms are moving in. Netscape made the same mistake, focusing too much on software and not enough on being a media network. Netscape's value to AOL was for its Web site and user base, not its software. Ditto RealNetworks. It's the users and media experience that matter, not software. Yahoo employs more software programmers than many software developers but it's not a software company.
